What my mind's eye sees is something quite organic overall and in it's entirety.. giving the rocks, and their formation receding/emerging into/from the sea.. more of a hulking/sleeping presence.

Going with six of one, half a dozen of another.. on the note of the placement of the horizon.
Downloaded.. cropped (16 X 9).. to compare.
Kind of leaning towards.. at bare minimum.. it off of mid-point.
Why?
My eyes go immediately to the center of your image and kind of get stuck there.
I think.. giving those rocks in the near foreground some more visual weight, and in conjunction with moving things off of center (so to speak.. the horizon).. would result in a more dynamic image.
Both, from the perspectives of simply viewing and then that of the interpretative.

Well, now that you make mention of it.. yes, I did have quite a bit of coffee today.
An outstanding image - the windswept action adds an overall softness to the beach and sea as the dramatic sky unfolds into glorious shades of blue and gray. Excellent shot!!!
