Downtown the city of Breda you will find an area enclosed by a fence.
The KMA-campus is located in this area (KMA stands for Koninklijke Militaire Academie, Royal Military Academy in English). Here the Dutch cadets are initially trained (bachelor's degree) to become an army or air force officer (the Dutch Royal Navy has its own training location).
The campus is located in a military area. Although only lessons are given here, apparently it is necessary to secure the site with a fence.
PS: the depicted building is the Koningin Wilhelmina Paviljoen (The Queen Wilhelmina Paviljon) (this page is only available in the Dutch language), and it belongs to the KMA-campus.

With how the light is hitting the building, I am guessing that the front of the building is facing the morning sun. But, even if it isn't facing east, it is beautifully done.
