Yes, I guess you could say this chair could use a paint job and a little tlc and it will be as good as new. It has a lot of character as it is and that looks like a woven twine seat. Neat chair.

You framed your shot here ... perfect.
And this may be breaking it down to levels unheard of usually :oP ... however ... I think that the subtle placement of the paint behind is more symbolic and fitting to your image here.
Each time I visit your galleries ... there is always ... always at least one photo that jumps out at me, and is indicative of a good innate eye for composition.
This is that one.
