It appears this woman is in mourning Rob, unless the dress/cape is actually a deep purple.
Judging from the title, it's almost like she has been sentenced to some awful fate. She's definitely dressed for it.
You colorization adds some humanity to the photo.

Rob, C. M. Bell has provided us with another intriguing photograph by not explaining who and what he has portrayed.
I appreciate that our friend Tick (OFT) has done an attempt to provide us with some clarification, but it's up to the viewer to create an own interpretation however.
Where there remain some questions, your colorization doesn't. Perfect in all ways again!
