Welcome back. Long time not seen. Hope you're doing well (now)!

Perfect (per usual) colorization of the intriguing original photograph. Has probably something to do with an ice factory in the era that fridges and freezers usually couldn't be found in the inventory of houses.

He seems he is ready for business. A large bolted door where his ice inventory was probably kept. A telephone to receive those incoming phone orders for his product, a smaller freezer to hold the pending pick-up, and a register to ring up the sale. Home freezers would begin to become commonplace in 1940, so his ice business would soon melt before his very eyes!

This must have been the beginning of the Immigration and Custom Enforcement (ICE) agency.
