It is a lovely shot of rugged beauty. Impact can be substantially increased by a bit of judicious cropping. About 1/3rd of the sky, and a bit of the rocks at the bottom. Removing the rocks is just to keep the retaining wall from being too close to center. those two crops consolidate everything from immediate foreground to the cresting wave, with the balance of the bay and sky providing the complimentary balance.
Very minor things, but the effect is considerable.
