Well, it obviously didn't burn because the rubber is still on the tires. Is that an old jack in the middle under the chassis? If so, I'm surprised it's still there. What I find interesting is that the hubs for the front and rear wheels are different; the front, wire, the rear, steel.

I don't know about the jack. The rear wheels may be steel so they can carry the additional weight as required.
