I certainly view images at full size which I don't download - and which I sometimes have no intention of downloading. Most of the images I get comment requests for fall into this category, as do all the images I'm curious about for some reason or another or which are the subject of discussions which interest me. Very rarely, I decide to download the image, but this is the exception. Then there are the images I think I might download but turn out not to like as much on further inspection...
This is not to say people don't assume it, but just that there are many good reasons not to and few (except the name "downloads" to do so.

Sorry, 'tis late here. Or, rather, early. I only reacted because people really do make the assumption but you only have to think for half a second to know that Caedes could not be counting the number of actual downloads.
