I remember reading that, after the 1906 earthquake in San Francisco, the city government was manipulating the photos sent to the press to make buildings that had been completely destroyed ... look not so bad after all
I think, in todays world of government money that pours into a city after having the 'coveted' disaster zone declared, they would have a tendency to make stable buildings crumble
but ... it raises the age old question .. "who retouches the retouchers"
