As near as I can tell this is either one popular fishing hole or someone lost their car keys in this pond and there are a bunch of helpful people trying to retrieve them. This is what happens when you stumble on a scene after events have been set in motion. You don't want to appear like you have no clue as to what's going on, so you nod knowingly and clap, cheer or hiss as the crowd sets the mood.
