Bruce, I've tried to read the text on the WWII plaque explaining the harbor defenses at Paradise Beach Park, Tiburon, CA, but didn't succeed in doing this even when enlarged at full screen size.
So I searched on the net, but couldn't find the text of the plaque either.
My search has brought me to this site and this photograph however. The information/pictures are very interesting and supports/explains to a certain extent what we're seeing on your capture. Thanks for making us aware what has happened in that time, Buddy!

"The defense of San Francisco Bay was of paramount importance during World War II. Not only was there a large civilian population and interior agricultural industry to be protected, but there

were major military and industrial complexes in the Bay Area that were prime targets for

An Integrated System of Guns

San Francisco's harbor defenses relied on a complex system of guns, underwater mines, and antisubmarine nets. Central to the system were guns of many sizes, each with its own purpose. These guns were classified by the diameter of the projectiles they fired.

Mines and Şubmarine Defenses

If the big guns failed to stop an enemy vessel far offshore, the next line of defense was three minefields containing over 600 underwater mines outside the Golden Gate. An antisubmarine net located inside the Gate would prevent any submarine that penetrated the minefield from entering the bay

Anti-submarine nets were constructed nearby the current site of Paradise Beach Park. Examples of the floats can be seen pictured here, and within the Park Concrete blocks were used to anchor the nets to the seafloor."
