I like the idea that could be developed. I think that the contrast of the statue is a little strong, making the features hard to see.
I kind of like the arrangement of characters, in a an odd random sort of like. The pidgeons seem to be watching the people, the people watching the pidgeons and the statue watching them all.
I think the best advice I could give is make the statue a little more prominent. That is all. Good picture.
