It looks like you chromed an image and then used plastic rap on it in photoshop very nicely done as for the light i have no idea lol,

@Phil: I had no idea what plastic wrap was until you mentioned it. All I did was chrome...lol..and I kind of rippled to make it look like "moving" melting ice, to confuse the whole question.
