A number of friends have asked how i do this effect.So here's the way i do it.

Done in PS..
1.Open image
2.Layers duplicate layer
3.Filters blur gaussian blur set the slider to 20%
4.on the layer adjustment pallet choose Overlay .You can slide the Opacity or fill slider to your liking.
5.Flatten image
6.Sharpen if you need to...Simples..
