I initially thought that this lady had done detergent into the fountain, located in the city of Zierikzee, Zeeland, The Netherlands, to do her laundry by hand, perhaps because of an own defective washing machine, ☺ .
I was just kidding of course. However, I don't know the cause why this fountain was foaming that much. Probably an additive was added to the water.
A tad manic to me, therefore it is my submission for Manic Monday.

I presume they have added something in the water Cornelius. Otherwise it is impossible to get such foam. Good capture and a nice on for manic Monday.

That's horrible, C! You photographed a crime scene. I can't read what the little "NO" symbol placards say, but they should say "Do not add detergents!" It screws up the fountain. Why can't people just enjoy the beauty of things, without destroying them?

Referring to Lisa's comment above: the original RAW image is even more detailed than this to Caedes uploaded version, because Caedes limits the size to an image to a maximum of 3,200 by 3,200 pixels. The original one is 6000 x 4000 pixels, so I can clearly read on it what the little "NO" symbol placards says: "Geen drinkwater/No drinking water." (both in the Dutch and English language)
Think that in this situation this warning is superfluous, ☺
Edit: I like to add that it happens often. E.g. on the occasion of celebrating the birthday of our king 'Willem-Alexander of the Netherlands' the water of some fountains shows a temporary orange color because of an additive put in by officials (!), because the family name of our king is 'Oranje-Nassau' (The Dutch word 'Oranje' stands for 'Orange' in the English language). A fountain was never destroyed this way!

First of all, Cornelius, I wasn't there. And if I was there, I didn't have any laundry detergent with me. If I did have laundry detergent with me, it was guaranteed not to cause bubbles.
Nice timing on your shot. At least we know that the frogs have clean gullets. This would have been a good one for the "Whimsical" contest.
