Ok... the image is noisey. can you tell us what camera you used ? Iso should be set around 100 with a long exposure time of say 5-10 secs....
did you use a tripod ? I can see alot of blur in the photo which tells me it was either very windy or it wasnt set on a tripod or some other stable object... When shooting night shots with out flash the camera will automatically adjust the exposure times to compensate so any movement willl be reflected in the shot...
Well I agree with fra99y about technical advices, otherwise concerning ISO, you should set it around 800 with a long exposure. Concerning the composition there's too much sky for me, we would see more the city light even if you had respected the third rules.
