Looks to be some bark mulch spread in the flower bed, though it could also be a bird's nest in the limbs of a shrub. The focus is too soft in the photo to see the details unfortunately.

Looks like a dirt dragon to me. I can see its eyes and snout and teeth. Interesting shot.
