I think you took this picture and inverted the colors. Then you put the neon glow filter.
I know this picture don't I? :)

I've noticed that the blue fire pictures and this one have just had the colors inverted.
it's interesting the effect that has on pictures.
If you want to see what this pic looked like before it was inverted, look at the picture in any size mode and take a screen shot then go to paint and go to colors, scroll down untill you find the option to invert image, click and it looks like a normal pic!
