This image of the Pacific Coastline is deceiving in that what appears to be fog is actually the surf taken with a very long shutter speed. This particular image was made with the lens being open for 30 minutes. The blue is caused by a process called reciprocity failure. (The different color layers in the film take differing lengths of time to get the colors just right). The film is Fuji Velvia shifts to the blue color you see here. Kodak’s' chromes have a tendency to shift to the magenta. In normally exposed film the color variance is so small as to be unnoticeable. To correct for this phenomenon you need to increase your exposure 1/2 stop. In other words had I shot this at 45 minutes at the f stop I was using (f22), the colors and the exposure would have been correct.
