Smabile, this reminds me of the pier at Paradise Cove in California. There are several things you could do to improve it if it was in fine focus to start with...it's not...you have to work on that. But assuming that it was in focus, you could put it into one of the fine Photoshop like applications from GIMP which is free and darn well worth it...excellent, to PhotoImpression 11 which is under $80.00 and awesomely powerful to the full Photoshop deal which is a bit expensive. Anyway you need to adjust your levels to bring out detail in the shadows and possibly in the blown out glare on the sea.

You also have some chromatic aberation around the left hand pile which damages the image. You can fix that by carefully cloning along the vertical pile placing the pickup area just to the exact right of where you'll be cloning to...maybe 20 pixels or so. Make sure you use a very hard brush and use the magnification tool as well so you can do it with great accuracy. Good luck. It's a good idea...go back and take it well focused and try again.
