Yes, he is waiting for someone to ask him to do some work, usualy it is a construction job. you may see this here around gas station that latino wait there for a daily job.

Of course this is a very powerful photo, but its his face and the mood he portrays that makes this photo so strong. I also enjoy the writing outside of the iron fence.
