I was mooching around Monroe Bay in the Potomac River in Virginia one early morning last summer, thinking that my coffee was cold. The sun had come up, but the overnight clouds were still hanging on and it was kind of chilly. I turned a corner, saw this little speedboat, and laughed aloud. It looked like a little cartoon to me... maybe a heavy-lidded busybody inspector or a prim and proper librarian looking down her nose, making sure all the other boats are moored properly and with all their papers appropriately stamped.
