Your title is so directive that I found myself looking at the people and what they were doing, instead of focusing on the fish, which is what I would more naturally tend to do with this type of photo...ingenious, to say the least, and done so very well !!!!!
I just love the way this big dopey fish is peering out of the glass at the silouetted spectators. There is so much character in this shot. It makes me laugh!!!! there is also a lot of subtle perspective with all of those little fish swimming away from the big one. Another excellent post.
