It was made in Fractal Explorer which is freeware. You should be able to download it from here: http://www.eclectasy.com/Fractal-Explorer/download.htm

It can seem quite tricky at first but stick with it. You may also want to try here for other freeware and shareware: http://www.caedes.net/Zephir.cgi?lib=Board::Topic&id=219147
