Hi Josh, thanks for stopping by Local fisherman and leaving some feedback. You asked where is he going. He is traveling to where his boat is moored up in Bwejuu village. From there he can gain access to the pass in the reef where the tides rush in and out, which is where most of the bigger fish can be caught. It can get very dangerous in rough seas and some have died whilst trying to get beyond the reef. Boats can be flipped up by the waves and crashed upon the coral. The boats are very unstable and take a skilled hand to guide them. Baracuda, jack fish, they also catch marlin outside of the reef. Perhaps he will stay inside the reef and fish for squid. He'll sit in his boat all day until the sun goes down, without any shade, and perhaps catch enough to make about the equivalent of 8 dollars.
