They look sort of like Dragonflies, but they fold their wings up. When they fly it is more like a drunken pilot is in the cockpit. From what I can tell online, the females have the white dot at the end of their wings. Males are solid black.

Definitely a damselfly and a beauty at that. For those viewers who have s hard time determining if a particular flying bug is a damselfly or a dragonfly, a dragonfly does not and cannot fold up its wings in this manner.
