They were soft and looked like fuzzy daisies. We found an entire bush off the road near Helena, MT.

Neat looking whatever they are. We have some plants in our gardens with similar foliage to some of that shown but not those fluffy looking seed pods. I am sure those help care the seeds on the slightest wind that blows when they are fully ripe.

About the closest to a Montana wildflower or grass I can find is Tall Cottongrass. It has the same white puff as this but not these tall stalks of tiny yellow flowers. Of course, what you've captured here could be more than species in the same spot.
