I've found this contemporary art sculpture on the same public square in the town of Flushing, Zeeland, The Netherlands as this one.

It's another one of a group of 6 colorful sculptures, called 'Bathing Statues'. The sculptures are made in 2004 by the sculptor David Bade (Cura�ao) from all kinds of waste and building materials. Small fountains have been installed in the pavement from which water can be sprayed, hence the name of this group of sculptures.

I think I saw a cousin to this guy in the movie "The Thing", except this one is friendly and won't eat me. Too funny for color TV, C.

It looks like a balancing act from the old "Ed Sullivan," show SEA.
You definitely have some "out of the box" sculptors in your part of the world.
