Don't Drink and Photoshop

Well I went and goofed sumpin' up on my Photoshop and am lOOkin' to get it back the way it was. I'll try to explain as best as possible.

I run Adobe Photoshop 7.

I open a pic I took. I have the Rectangular Marquee Tool selected and then left click & hold and make a box or selection on my photo. This is now where it goofed as the box I made I'd like to make it bigger or perhaps smaller and I use to be able to move my cursor over to one of the edges and simple make the box bigger or smaller, but now it doesn't allow me to do that. It use to give me a duel arrow when I got close to an edge and now it's gone. I know about right clicking and free transformation but I didn't have to do that in the past.

Once I make a box / selection how can I get my cursor to switch to a little duel arrow when on an edge so I can make the selection bigger or smaller.

Thanks for an help!! I hope I explained it well enough and will check back tonight in hopes for some help to resolve.

Why do the pictures come out square when the lens is round??
