The structure down the middle is a dam of sorts. The Mississippi River, on left, is nearing flood stage. Water from the River is seeping through the Spillway structure into the Spillway, on right, and finding its way to Lake Pontchartrain. This structure was built in 1929 to keep the City of New Orleans from flooding. Should the River become too high, all of the pins of the Spillway will be pulled by the waiting cranes allowing billions of water to flow into the Spillway.
