I did this last winter, and again some friends have seen it already somewhere else. What I did was used a baking pan with a blue cellophane sheet on the bottom, filled it with water, set the camera up on a tripod with off camera flash. I set the flash to 1/32 power or maybe 1/16 I forget for sure and the camera shutter speed to I think 1/80sec. With the short burst of flash and no ambient light the flash acted as the shutter to stop the motion of the water. To make the actual water droplet I used a medicine type eye dropper holding it about two and a half to three feet above the water. I set the ISO to 50, and there was post work to be done afterwards. If you want to give it a try there are several good videos on u tube showing the set up. Be prepared to take several shots, it does take some time and patience.
