That is One World Center back there. I almost didn't see this statue. I forgot what was on the plaque, which is why I took but I haven't found a time to post it yet. Maybe later. It was mostly encircled with a wire fence and tarp. I don't know if it's free now or not. I took this months ago and I think the opening there might be closed now that the Oculus is open.
