I think this is an appropriate example of when to give the sky more than 15 to 20% of the image area. If the sky's the subject, maximize it. If it isn't, 20% is generally more than enough to compliment the prime subject material without adversely affecting the subject. The sky is always infinite, no matter how much of it you use.
