How do I get rid of background on a photo?

Can someone please tell me how I can get rid of a background? I have a photo of a car, and the background is horrible, buildings etc...can it be removed in Photoshop? Or PSP? I just don't know how. Or can I just add a different background?

I try, but lemme tell ya...I just cant make it look nice...no matter how easy ya all make it sound, it never turns out right for me....I guess I'm a hopeless case, but thanx for trying, especiallia you Keith... :(
