First, it has been in the new images for a couple months. Then it is archived. I don't mind that so much, but it's C-index is 81, which I thought should get it in the permanent section.
Alas, the difficulty of explaining why high c-index images don't make it to the permanent galleries...
Images are not put in the permanent galleries based only on the c-index. Images are usually put in the permanent gallery because 1)They exhibit something unique in that category
2)The image was above and beyond the usual quality of the images in that category.

It is true, c-index is no ticket into the perms .. the image +Mods are the sole deciding element for promotion, and each one uses a set of criteria unique to them, developed over the time they've been doing it
As Noah so bluntly put it .. an image needs to stand out from the crowd, and the image in question is a fine vista, but lacks punch in the presentation and color qualities
In my humble opinion, ALL digital photographers should learn how to adjust CURVES, LEVELS, CONTRAST, etc .. either within their cameras or their software .. in order to compensate, when necessary, for way the mechanisms deal with exposure values and dynamic range .. results are sometimes FLAT
Kodachrome they ain't .. er, you get my meaning
