I've been commenting on different things one after another, mostly in the Discussions but every time I switch between them I can't comment because of the Flood Control Error, can it be disabled when you change from one thing to another but work on the same place?

Let's say on this Discussion, you comment and wait 30 seconds to comment here again but if you leave and go somewhere else to comment, you don't have wait the 30 seconds and comment right away and then wait 30 seconds to comment there again or if you leave you don't have to wait, make sense?
