I saw this guy in the voting booth and wondered what was happening. I guess the economy is bad everywhere. In California there are a number of projects that have been stopped mid-stream by lack of funds.
Now to the photo itself. I admire the city-scapes in your gallery, and this is a particularly interesting one. You've done a good job of cropping out the unnecessary garbage. Oftentimes I keep too much sky in my shots, but the sky is nothing special and adds nothing to the drama of the shot; so leaving it out was just right. There's good light dark contrast. The colors are a little drab, but I really wouldn't expect too much else from a shot of a brick and concrete structure.
It doesn't have much of a "Wow!!" factor, but it's a very good shot of a commercial structure.
