The parts of his face in shade are beautifully exposed but the highlights on his back, of which there are a few, are thoroughly washed out and that is a pity. The angle of his body is good, adding dynamism but the central positioning works against that dynamism where an off centred composition would likely increase it further. He is a thoroughly cute subject that is for certain. You did well to get him well in focus, birds on water, not so easy.
Mikel's right. Cropping in from the right border (halfway to the tail feathers) will improve the composition and impact substantially. The food and specks in the water are distracting, and take so much away from this image. Cloning out all the spots of food and junk can create a beautiful portrait type image, but leave the sunspots and star shapes. They justify the slightly blown whites, rim-lighting it's far side. You won't believe the difference it makes.
