I saw this image by Frank (flanno2610) on the front page and liked the look of it. However, I noticed it was rather grainy due to the low light conditions so decided to have a play with some new Photoshop plugins to see if it could be cleaned up. I was quite impressed with the result and frank has kindly said I could post the rework. The original is HERE.

Wow, you nailed it. Yours looks like an Ektachrome slide printed on Cibachrome paper. (showing my age here).

I used OnOne PhotoTools 2.5 Pro Edition from the OnOne Plugin Suite V5. It has a lot of useful plugins for photographers but I can't remember exactly which effects I used.

I love anime and manga. I also like dragons.
Being bold here, it would appear that in Frank's original ... at least to my eyes ... contrasts were pushed slightly and/or the image was oversharpened a tad, resulting in some fringing.
Care to share which plugins you are referring to, Paul?
