I looks to me like a glass scupture. The textures and colors and glassy (or liquid) effect are all terrific.

Wow this is cool! Great texture and design. I agree, it looks like ice frozen over. Is it my eyes, or do I see what appears to be two eskimo characters in the very center? Well done!
