I am not a great fan of shots being taken outside 'the Rule of Thirds'...but this one is different...the centered line between sky & sea seems to work its magic in this?
The building catches your eye as that is 'Off-Centre and adhered to the Thirds rule ! very nice capture.............

Nice sharp focus and good depth of field. A bit too much water and not enough solid land to give us a better idea of the "harbor". Another angle showing the shape of the harbor might be a bit more interesting. I do like the fine color gradiants from the grey sky to the blue grey water.
