Interesting concept. This may have been better without the flash because the people are washed-out.

Very weird looking. My eyes kept trying to focus on the rain but the two gentlemen standing on either side were distracting my vision. Other than that, nice shot!

That's quite some downpour! I don't think the random bits of body in the foreground really work - and it looks like you've used flash, which I don't think was needed - but I can see what you were trying to do here.
