'Luctor et Emergo' is the device of Zeeland, a province of the Netherlands. The free translation of this device in latin is: "I struggle but I shall not be drowned." As you can see the lion (symbol for the people of Zeeland) is fighting for its life against the sea. Zeeland was flooded many times by the sea (the last major disaster was in 1953 and more than1850 people were drowned), but every time the people of Zeeland succeeded in winning back their land from the sea.
