A big part of Holland or The Netherlands is laying below sea-level and has to be protected against flooding. Therefore there's a protection system consisting of several protection layers. The first protection layer is usually a relative high sea dike. The second layer is a lower dike more inland. Such a lower dike can be seen at this image.
