This photo was taken on the North Sea off the Belgian coast. The Belgian sailors were, to a certain extent, in difficulty because the jib rope (a rope on the underside of the jib that keeps it on tension and determines whether the jib blows out to starboard or port) was broken loose or broken.

Because the skipper managed to maneuver the boat to somewhat quieter water, no external assistance was required.
