This is a canna that grows submerged in pots in water gardens. The botanic garden has these growing along with the water lilies and lotus. This one was specifically developed at Longwood Gardens in Pennsylvania for use in smaller gardens as it only needs a depth of about 8" of water. You can see the water lilies pads in the background.
