Since tripods are prohibited up there (I know, I tried going up with mine) either this was someone greasing several pockets, or pro work that got "borrowed", perhaps?
I wondered about the access thing .. but todays photo-stitchers "theoretically" allow you to shoot to your heart's content .. any angle, haphazard angles, overlap ... just make sure you 'get it all'
and it will spit out an image that even Mark Spitz and his chest full of 1970's Olympic gold medals would envy

Top of the Rock was a song sung by Sammy Hagar with the group HSAS; sammy Hagar (ex-Montrose, ex-Van Halen), neal Schon (ex-Journey, ex-Santana, ex-Paul Rogers), kenny Aaronson (ex-Foghat, ex-Derringer, ex-Joan Jett, ex-Blue Oyster Cult, ex-Bob Dylan) and michael Shrieve (ex-Santana)!! A grrreat album performed live, I think in St. Louis, MO in 1984!!

also .. back in 76, my brother and I shared an Advanced Geometry Class .. where the students had proven themselves in previous classes, and were allowed to 'guide themselves', learn at their own pace, etc
this was accomplished by having lessons on tape, which students checked out and listened to via tape machines and headphones .. my brother and I were bored with this and brought "On Your Feet Or On Your Knees" by Blue Oyster Cult (74) .. but, in order to get the cable 'jack' to make the whole plan work, we had to request a lesson .. this we did
about 10 minutes later, a girl who also needed to listen to the lesson we were "listening" to, came up to us and informed us of this fact ... my brother and I looked at each other and, with no other options, motioned her to sit down and plug in
