Not sure what the scientific name is, but these are common pond bugs I'm sure most of you have seen at least once. Lettuce Lake Park October 2013.

They turn into either Mosquito's or damn flies!...those things that make you want to 'swat em'!...lol

This looks like an abstract feature!

For the record, these insects are water bugs and never develop into anything what they are, crazy swirling critters across the surface of the water.

They look like something fish would love and when they are whirling, the fish probably come to the surface a lot so it would be a good time to fish top water. I think around here they are called popping bugs Alex.
