This is a partially frozen waterfall in Jiuzhaigou, a national park and I believe World Heritage site in Sichuan province in China. Winter is very much low season, so I guess most tourists, who come in high summer, don't realise what they're missing.

The picture appears as if it was shot twice, with different shutter speeds. The frozen water is like a slow speed blur, and the running water more frozen in time if not in reality. Great picture.
