This is The Lovell Telescope at The Jodrell Bank Observatory in Cheshire in North-west England. When built in the 1950's it was the largest fully steerable radio telescope in the world and even today it is still one of the largest in the world.

Before reading your narrative, I instantly thought this looked like a space ship from another planet and the aliens were announcing over their loud speaker...."Is anybody out there?"
